These Federal Rules and Regulations in the area of atomic energy use “Requirements for contents of safety analysis reports for nuclear research installations” (NP-049-17) establish the requirements for contents of safety analysis reports for facilities and complexes with nuclear research reactors, critical nuclear test stands, sub-critical nuclear test stands and sub-critical accelerator-driven systems at the stages of their siting, construction and operation.
“Requirements …” are issued in replacement of the federal regulations and rules in the field of the use of atomic energy “Requirements for contents of safety analysis reports for nuclear research installations” (NP-049-03).
Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia is No. 528 “On approval of federal regulations and rules in the field of the use of atomic energy “Requirements for contents of safety analysis reports for nuclear research installations” dated of December 5, 2017, registered in the Ministry of Justice of Russia on December 28, 2017 under the No. 49534. Effective from January 9, 2018.
With the amendments introduced by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of November 14, 2025 No. 392 (registered by the Ministry of Justice of Russia on January 26, 2026 under the registry No. 85053).
