Rules of Physical Protection of Radioactive Substances and Individual Nuclear Materials during Transportation. (NP-073-23)

(NP-073-23) was developed in compliance with Article 6 of the Federal Law of November 21, 1995 No. 170-FZ "On the Use of atomic Energy”, which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.
The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by the Order of Rostechnadzor No. 267 of July 7, 2015.

NP-073-23 covers legal relations in the field of physical
protection of radioactive substances, individual nuclear materials (nuclear materials to be accounted in the system of the state accounting and control of radioactive substances and radioactive waste) during their transportation.
Issued to substitute the Federal Rules and Regulations in the field of atomic energy use "Rules of Physical Protection of Radioactive Substances and Radiation Sources during Transportation" (NP-073-11) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated December 27, 2011 No. 747 (registered by the Ministry of Justice of Russia on January 20, 2012 under the registry No. 22984).
Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated November 23, 2023 No. 416 "On Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use "Rules of Physical Protection of Radioactive Substances and Individual Nuclear Materials during Transportation" (NP-073-23) registered by the Ministry of Justice of Russia on December 22, 2023 under the registry No. 76569, coming into effect on April 1, 2024.
