These federal rules and regulations are developed in compliance with Article 6 of the Federal law fr om November 21, 1995 No. 170-FZ “On the use of atomic energy”. In accordance with the abovementioned Article federal rules and regulations are regulatory legal acts that establish the requirements for safe atomic energy use including the requirements for safety of nuclear facilities, requirements for safety of nuclear activities, inter alia objectives, principles and criteria for safety which are binding in the field of atomic energy use.
Federal rules and regulations in the field of atomic energy use are developed and approved in accordance with the procedure established in the Provision on development and approval of federal rules and regulations in the field of atomic energy use that was adopted by the Decree of the Government of the Russian Federation No. 1511 from December 1, 1997, and in the Procedure for the development and approval of federal rules and regulations in the field of atomic energy use in the Federal Environmental, Industrial and Nuclear Supervision Service that was adopted by the Rostechnadzor Order No. 267 from July 7, 2015.

These federal rules and regulations in the field of atomic energy use “Requirements to Planning of Measures for Actions and Protection of Personnel at Nuclear and Radiological Accidents on Vessels and Other Watercraft with Nuclear Reactors” (NP-079-18) establish requirements to planning of measures for actions and protection of personnel of vessels in case of nuclear and (or) radiological accident; to the contents of the plan of measures for actions and protection of personnel in case of nuclear and (or) radiological accidents on vessels and other watercraft with nuclear reactors (hereinafter referred to as the Plan of Measures) at construction and commissioning of the same, operation and decommissioning, as well the criteria and procedure for declaration of Emergency Preparedness and Emergency Situation conditions. The requirements of these Federal Rules and Regulations shall apply to vessels and other watercraft - including those under construction, in operation and being decommissioned - with nuclear reactors including floating power units.
“Requirements …” are issued in replacement of the federal regulations and rules in the field of the use of atomic energy “Requirements to Planning of Measures for Actions and Protection of Employees (Personnel) at Radiological Accidents at a Nuclear Installation of a Ship and (or) Other Watercraft” (NP-079-06), approved by Ordinance of the Federal Environmental, Industrial and Nuclear Supervision Service dated December 27, 2006 No. 13.
“Requirements …” have been developed on the basis of International Convention for the Safety of Life at Sea (1974), IMO code of safety for nuclear merchant ships (Resolution A.491(XII) dated of November 19, 1981), taking into consideration IAEA recommendations “Fundamental Safety Principles. Safety Fundamentals” (SF-1, 2007), “Preparedness and Response for a Nuclear or Radiological Emergency” (GSR Part 7, 2016), “The Management System for Nuclear Installations” (GS-G-3.5, 2014).
Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia is No. 278 “On approval of federal regulations and rules in the field of the use of atomic energy “Requirements to Planning of Measures for Actions and Protection of Personnel at Nuclear and Radiological Accidents on Vessels and Other Watercraft with Nuclear Reactors” dated of June 27, 2018, registered in the Ministry of Justice of Russia on September 3, 2018 under the No. 52051. Effective from September 15, 2018.
