Requirements to Physical Protection of Nuclear Materials, Nuclear Installations and Nuclear Materials Storage Facilities (NP-083-23)

(NP-083-23)* was developed in compliance with Article 6 of the Federal Law dated of November 21, 1995 No. 170-FZ "On the Use of Atomic Energy", which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.

The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by the Order of Rostechnadzor No. 267 of July 7, 2015.

NP-083-23 establishes the requirements to organization and provision of physical protection of:

a) nuclear materials to be accounted in the system of the state accounting and control of nuclear materials;

b) nuclear installations and nuclear material storage facilities during their construction (modernization), commissioning, operation and decommissioning;

c) nuclear materials and nuclear installations during transportation between facilities and transportation within the territory of the Russian Federation.

Issued to substitute the Federal Rules and Regulations in the field of atomic energy use "Requirements to Systems of Physical Protection of Nuclear Materials, Nuclear Installations and Nuclear Materials Storage Facilities" (NP-083-15) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of September 8, 2015, No. 343 (registered by the Ministry of Justice of Russia on November 23, 2015 under the registry No. 39808).

Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of December 7, 2023, No. 440 "On Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use « Requirements to Physical Protection of Nuclear Materials, Nuclear Installations and Nuclear Materials Storage Facilities" (NP-083-23), registered by the Ministry of Justice of Russia on March 20, 2024 under the registry No. 77568, enacted on April 1, 2024.
