Regulations on Physical Protection of Radioactive Substances, Radiation Sources, Certain Nuclear Materials and Storage Facilities (NP-034-23)

(NP-034-23)* was developed in compliance with Article 6 of the Federal Law of November 21, 1995 No. 170-FZ "On the Use of atomic Energy”, which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.

The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by the Order of Rostechnadzor No. 267 of July 7, 2015.

NP-034-23 covers legal relations in the field of ensuring the physical protection of radioactive substances, certain nuclear materials (nuclear materials taken into account in the system of state accounting and control of radioactive substances and radioactive waste), radiation sources and storage facilities.

Issued to substitute the Federal Rules and Regulations in the field of atomic energy use "Regulations on Physical Protection of Radioactive Substances, Radiation Sources and Storage Facilities" (NP-034-15) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated July 21, 2015, No. 280 (registered by the Ministry of Justice of Russia on August 3, 2015 under the registry No. 38303).

Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated August 23, 2023 No. 302 "On Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use "Regulations on Physical Protection of Radioactive Substances, Radiation Sources, Certain Nuclear Materials and Storage Facilities" (NP-034-23) registered by the Ministry of Justice of Russia on November 20, 2023 under the registry No. 76022, coming into effect on April 1, 2024.
