The Safety Guide in atomic energy use "Recommendations for the Use of Access Controls in the System of Accounting and Control of Nuclear Materials" RB-098-23[1] (hereinafter to be referred to as the Safety Guide) was developed in pursuance of Article 6 of the Federal Law dated November 21, 1995 No. 170-FZ "On the Use of Atomic Energy" in support of observance of the requirements of Chapter V of the Federal Rules and Regulations in the field of atomic energy use "Basic Rules for Accounting and Control of Nuclear Materials" (NP-030-19) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated November 18, 2019 No. 438 (registered by the Ministry of Justice of Russia on April 10, 2020 under the registry No. 58042).

The Safety Guide contains recommendations of the Federal Environmental, Industrial and Nuclear Supervision Service for the use of access controls in the system of accounting and control of nuclear materials at nuclear facilities.

The Safety Guide was intended to be applied by operating organizations in charge of management of nuclear materials.

Issued to substitute the Safety Guide in atomic energy use "Recommendations to Application of Seals within the System of Accounting and Control of Nuclear Materials" (RB-098-14) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated August 18, 2014 No. 366.
