Recommendations for the Development of Probabilistic Safety Analysis (Level 1 PSA) in Case of Initiating Events at a Nuclear Unit Conditioned by On-site Fires and Flooding (RB-076-20)

The document contains recommendations of Rostechnadzor to the development of a Level 1 Probabilistic Safety Analysis for a nuclear plant power unit for all normal operation modes of a nuclear plant unit, including power operation, shutdown modes, cooldown, refueling, maintenance and repair of systems (elements), heating up, startup, considering all the available locations of nuclear materials at the nuclear plant unit for initiating events postulated by on-site fires or on-site floodings.

In the process of the document development the recommendations of the IAEA Specific Safety Guide SSG-3 “Development and Application of Level 1 Probabilistic Safety Assessment for Nuclear Power Plants” were taken into consideration.
The document is intended to be applied by the design, engineering and operating organizations, as well as by the specialists of Rostechnadzor, in executing supervision over safety of nuclear plants’ units.
The document was issued to supersede the Safety Guide in the field of atomic energy use “General Recommendations for the Development of Probabilistic Safety Analysis (Level 1 PSA) in Case of Initiating Events at a Nuclear Unit Conditioned by On-site Fires and Floodings” (RB-076-12) approved by the Order of Rostechnadzor of September 5, 2012 No. 496.
