NP-088-25[1] was developed in compliance with Article 6 of the Federal Law dated of November 21, 1995 No. 170-FZ "On the Use of Atomic Energy", which states that the Federal Rules and Regulations in the field of atomic energy use are the regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.
The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by the Order of Rostechnadzor No. 267 of July 7, 2015.
The list of the current Federal Rules and Regulations in the field of atomic energy use is posted on the official website of Rostechnadzor on the Internet by link: https://www.gosnadzor.ru/nuclear/.
NP-088-25 establishes:
a) the requirements to the content and information transfer on violations in operation of ships and other floating vessels with nuclear reactors and nuclear maintenance ships;
b) the categories of violations in operation of ships and other floating vessels with nuclear reactors and nuclear maintenance ships;
c) the requirements to investigation of violations and to the reporting documentation on investigation of violations in operation of ships and other floating vessels with nuclear reactors and nuclear maintenance ships;
d) the requirements to accounting by the operating organizations and ship-building organizations of violations in operation of ships and other floating vessels with nuclear reactors and nuclear maintenance ships.
The requirements of NP-088-25 are intended to be applied by the operating organizations and ship-building organizations.
Issued to substitute the Federal Rules and Regulations in the field of atomic energy use "Regulations on Order of Investigation and Accounting of Operational Violations of Ships with Nuclear Installations and Radiation Sources" (NP-088-11) approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of November 29, 2011 No. 667.
Order of the Federal Environmental, Industrial and Nuclear Supervision Service of May 12, 2025 No. 159 "About Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use "Procedure of Investigation and Accounting of Operational Violations of Ships and Other Floating Vessels with Nuclear Reactors and Nuclear Maintenance Ships" (NP-088-25)", registered by the Ministry of Justice of Russia on September 24, 2025 under the registry No. 83641, came into effect on October 6, 2025.
