NP-078-24[1] was developed in pursuance of Article 6 of the Federal Law dated November 21, 1995 No. 170-FZ "On the Use of Atomic Energy", which shall be observed to develop the Federal Rules and Regulations (hereinafter referred to as FNP) in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.
FNP shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by Order of Rostechnadzor No. 267 of July 7, 2015.

NP-078-24 establishes the requirements to:
announcement of "Emergency Preparedness" and "Emergency Situation" states, and also to the criteria of notification about the mentioned states, notification procedure, technical and organizational measures for emergency response, and emergency response exercises;
procedure of real-time information transfer.
Issued to substitute FNP "Provisions on Procedure of the Announcement of Emergency Preparedness, Emergency Situation, and Prompt Communication of Information in the Event of Radiation Hazardous Situations at Nuclear Fuel Cycle Enterprises" (NP-078-06), approved by Decree of the Federal Environmental, Industrial and Nuclear Supervision Service No. 15, dated of December 27, 2006. (hereinafter referred to as Decree of Rostechnadzor No. 15).
The following IAEA documents were used for the development: GSR Part 7 "Preparedness and Response for a Nuclear or Radiological Emergency"; Safety Guide No. GS-G-2.1 "Arrangements for Preparedness for a Nuclear or Radiological Emergency"; General Safety Guide No. GSG-2 "Criteria for Use in Preparedness and Response for a Nuclear or Radiological Emergency".
Order of Rostechnadzor No. 201 dated of June 28, 2024 "About Approval of the Federal Rules and Regulations in the field of atomic energy use "Requirements to Announcement of Emergency Preparedness, Emergency Situation and Prompt Communication of Information at Nuclear Fuel Cycle Facilities" (NP-078-24) (hereinafter referred to as Order of Rostechnadzor No. 201) registered by the Ministry of Justice of Russia on October 1, 2024 under the registry No. 79642, entered into force on October 12, 2024.
Decree of Rostechnadzor No. 15 shall be recognized as repealed by Order of Rostechnadzor dated of July 10, 2024 No. 216 (to be enacted from the date of entering into force of Order of Rostechnadzor No. 201 – on October 12, 2024).[1] Developed by SEC NRS with the participation of A.V. Kuryndin, A.S. Shapovalov, A.L. Vernik, R.M. Polyakov (SEC NRS). Comments and proposals of FSUE "MCC", FSUE Mayak PA, JSC "SGChE", FSUE "SSC RIAR", JSC UEIP, NORWM FSUE, JSC ChMP and etc. were considered during the development.
