Republic of Belarus has a legal system of national regulatory requirements in the field of nuclear energy use, nuclear and radiation safety with a hierarchical structure that includes documents of various levels.
The conducted research is aimed at developing a classifier of technical regulatory legal acts and legal acts of the Republic of Belarus that are applicable in the field of nuclear and radiation safety. This primarily includes rules and regulations for ensuring nuclear and radiation safety, as well as guidelines on nuclear and radiation safety. In the aggregate of these documents, the legislation of the Republic of Belarus establishes the category of “technical legal acts”.
In the article the experience of various countries in establishing a hierarchy of regulatory legal acts was analyzed, both in the field of nuclear energy as a whole and in nuclear and radiation safety in particular. Terminological features in the area of technical regulation, standardization and classification were identified. Various aspects of classification methodology were considered as an independent area of study, including hierarchical, descriptor and faceted approaches. The choice of method was justified, and the conditions for expanding the practical application of the classification in the area
of nuclear and radiation safety provision were outlined for the future. The results are presented in the form of the main provisions of the draft classifier for technical legal acts, which includes the procedure for forming the classification number obtained through the chosen method of information coding.
