THE WAYS OF RISK-BASED APPROACH DEVELOPMENT IN SUPERVISION OVER ACCOUNTING AND CONTROL OF NUCLEAR MATERIALS IN THE RUSSIAN FEDERATION

In article the possibility and relevance of using risk-based approach is considered in oversight activity. The concept of risk-based approach is described. The paper contains descriptions of static and dynamic models of risk assessment and their usage in oversight activity over accounting and control of nuclear materials. The static model of risk assessment is based on the correlation of inspection frequency with the risk levels (potential damage). The dynamic model of risk assessment is also based on the correlation of inspections frequency with the security status of the nuclear facility.
