The legal regulation of relations in the field of use of atomic energy in the Russian Federation is carried out on the basis of the established framework of legislative acts and other regulatory legal acts adopted in accordance with them, including acts of the federal executive bodies. In this regard, the regulatory framework for safety in atomic energy use is comprised of the Federal Safety Regulations developed and revised inter alia in connection with the amendments to the legislation of the Russian Federation, the need to consider the recommendations of international organizations, in which the Russian Federation takes part, as well as in respect of the achieved level in the development of science, production and technologies.

Brief history is provided for the establishment, current status and major directions in the development of the safety regulatory framework for nuclear plants, nuclear fuel cycle facilities, nuclear research facilities, ships and other floating vessels with nuclear reactors, radiation sources, transport of radioactive materials, nuclear security, nuclear facilities decommissioning and management of radioactive wastes. A brief overview is given for the existing framework of Safety Guides in atomic energy use. The necessity for the timely revision of the effective framework of Federal Safety Regulations in the field of atomic energy use with the account of features of the developed innovative nuclear technologies is indicated. Noted are conceptual approaches to the revision of the effective and development of new Federal Safety Regulations in the field of use of atomic energy.
