The Review Procedure for Computer Programs Used to Build Calculation Models for Processes Effecting the Safety of Nuclear Facilities and (or) Activities in the Field of Atomic Energy Use (hereinafter to be referred to as the Procedure) approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia No. 141 of April 4, 2023 (registered by the Ministry of Justice of the Russian Federation on June 8, 2023 under the registry No. 73783, hereinafter to be referred to as the Order No. 141) was developed in compliance with the Part 13 Article 26 of the Federal Law No. 170-FZ of November 21, 1995 "On the Use of Atomic Energy", as well as i. 5.2.2.3 (3) of Article 5 of the "Provision on the Federal Environmental, Industrial and Nuclear Supervision Service of Russia" approved by the Decree of the Government of the Russian Federation No. 401 of July 30, 2004 г. The Procedure has established the requirements to the review of computer programs used to build calculation models for processes effecting the safety of nuclear facilities and (or) activities in the field of atomic energy use. In addition, the Procedure stipulates the requirements to the report, containing the results of justification of the use of computer programs to build a calculation model (calculation models) for processes effecting the safety of nuclear facilities and (or) activities in the field of atomic energy use, in the context of the requirements to validation of computer programs, to justification of errors and uncertainties of the results of calculations performed for substantiation of nuclear facilities safety, to justification of the applicability of the modern computer programs implementing the methods of multi-physical modeling, the methods of direct numerical solution of the hydrogas-dynamics equations, as well as the methods using artificial neural networks.
