The Safety Guide in Atomic Energy Use “Recommendations on the Development, Structure and Content of the Emergency Operating Procedure for Design-Basis Accidents at Nuclear Power Plants” (RB-023-23) (hereinafter to be referred to as the Safety Guide), was developed in compliance with the Article 6 of the Federal Law No. 170-FZ of November 21, 1995 “On the Use of Atomic Energy” for the purpose to support the adherence to the requirements of i. 4.1.5 of the Federal Rules and Regulations in the Field of Atomic Energy Use “General Provisions for Nuclear Power Plant Safety Assurance” (NP-001-15) approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia No. 522 of December 17, 2015 (registered by the Ministry of Justice of the Russian Federation on February 2, 2016, under the registry No. 40939), items 4.11, 4.12 of the Federal Rules and Regulations in the Field of Atomic Energy Use “Nuclear Safety Rules for Reactor Facilities of Nuclear Power Plants” (NP-082-07) approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia No. 4 of December 10, 2007 (registered by the Ministry of Justice of the Russian Federation on January 21, 2008, under the registry No. 10951), item 42 of the Federal Rules and Regulations in the Field of Atomic Energy Use “Safety Rules for Decommissioning of NPP Power Unit” (NP-012-16) approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia No. 5 of January 10, 2017 (registered by the Ministry of Justice of the Russian Federation on February 22, 2016, under the registry No. 45740).

The Emergency Operating Procedure specifies personnel actions to be taken to ensure safety in case of design-basis-accidents considering characteristics of the occurring events and states of the reactor installation and NPP on the whole and the forecast of the expected accident development.

The Safety Guide contains recommendations on the development, structure and content of Emergency Operating Procedures (hereinafter to be referred to as EOPs), which are general for all NPP power units in operation and under design, as well as for NPP power units that were shut down for decommissioning.

The Safety Guide is intended to be applied by specialists of operating organizations, organizations involved in the development of EOPs, performing works and (or) rendering services for operating organizations.
