Procedure for Reclassification of Nuclear Materials into Radioactive Substances or Radioactive Waste (NP-072-23)

NP-072-23 has been developed in compliance with Article 6 of the Federal Law No. 170-FZ dated November 21, 1995 "On the Use of Atomic Energy", according to which the Federal Rules and Regulations in the field of atomic energy use are considered to be regulatory legal acts stipulating the requirements to the safe use of atomic energy, including the safety requirements to nuclear facilities, the safety requirements to activities in the field of atomic energy use, in particular, the safety goals, principles and criteria, the observance of which is mandatory in performing activities in the field of atomic energy use. The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved in accordance with the procedure established by the "Provision on Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use", approved by Decree of the Government of the Russian Federation No. 1511 dated December 1, 1997 and "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use in the Federal Environmental, Industrial and Nuclear Supervision Service" approved by Order of Rostechnadzor No. 267 dated July 7, 2015. The list of the Federal Rules and Regulations in the field of atomic energy use is posted on the official website of Rostechnadzor in the Internet by link: https://www.gosnadzor.ru/nuclear/. NP-072-23 establishes the requirements to the reclassification of nuclear materials into radioactive substances (except for Deuterium and Lithium-6) or radioactive waste, as well as the requirements to registration of nuclear materials in the system of the state accounting and control of nuclear materials, when deregistering them in the system of the state accounting and control of radioactive substances and radioactive waste. Issued to replace the Federal Rules and Regulations in the field of atomic energy use "Rules of Reclassification of Nuclear Materials into Radioactive Substances or Radioactive Waste" (NP-072-13). Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated No. 230 June 22, 2023 "On Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use "Procedure for Reclassification of Nuclear Materials into Radioactive Substances or Radioactive Waste" (NP-072-23)" registered by the Ministry of Justice of Russia on September 14, 2023, registry No. 75217, enacted on September 25, 2023.
