XII International Nuclear Forum “Safety of Nuclear Technologies” was open in Saint Petersburg

The Saint Petersburg branch of Rosatom Central Institute for Continuing Education and Training ”Rosatom Technical Academy” hosts the XII International Nuclear Forum “Safety of Nuclear Technologies”. The main Forum’s topic for 2017 is Emergency Preparedness and Response.

The Forum proceedings started on September 11, while the official opening took place yesterday, on September 12, whereafter the participants started work in the plenary session. The welcome speech was given by the Chairman of the plenary session; by Sergey Raikov, Director of the Department of Nuclear and Radiation Safety, and Organization Licensing and Permitting Activities of the State Corporation “Rosatom”; by Tair Tairov, Prorector-Director of the Saint Petersburg branch of Rosatom Central Institute for Continuing Education and Training “Rosatom Technical Academy”; by Alexey Dmitrenko, member of the Council of the Federation Committee on Economic Policy; and by Andrey Vetluzhskikh, member of the State Duma Committee of the Federal Assembly of the Russian Federation on Economic Policy, Industry, Innovative Development, and Entrepreneurship.

Within the plenary session on September 12, considerable attention was devoted to the issues related to the requirements of the Federal Safety Regulations and international cooperation in the field of emergency preparedness, as well as to the issues of nuclear terrorism prevention and suppression of acts of nuclear terrorism, and etc.

The agenda for the week will be devoted to the topics of communication in crisis situations, public relations in case of a nuclear or radiological accident, radiation protection of public and personnel.

On Thursday, September 14, the first half of the day will be designated to the master class for the participants on psychological aspects or works arrangement in an emergency zone, while the time after lunch will be devoted to large-scale demonstration exercise on the territory of the training facility of EMERCOM. In the course of demonstration exercise the actions of emergency and rescue forces of the State Corporation “Rosatom” and FSUE Scientific and Research Institute for Industrial and Naval Medicine of the Federal Bio-Medical Agency will be demonstrated in conditions of various radiological emergencies.

The issues of emergency preparedness play the important role in the system of nuclear industry safety, since consequences of any nuclear or radiation emergency rapidly grow into the problem of regional and global concern. There is a necessity in the proven procedure for urgent alert, share of information, rendering assistance, as well as effective emergency response; and we also need the international legal framework and national emergency management systems developed in compliance with the international codes and standards.

Representatives of 11 countries and more than 50 nuclear-related organizations gathered together in the Saint Petersburg branch of the “Rosatom Technical Academy” to discuss the above-mentioned issues, and the ways for development and enhancement of the emergency preparedness and response system.

The Forum platform hosts annually the leading specialists of nuclear power industry from various countries for share of experience and upgrading of the safety level at the facilities that use nuclear technologies.

“This is a significant year for our institute: at the turn of the 50th anniversary we went into the new development stage, two weeks ago we completed our reorganization by merging the Central Institute for Continuing Education and Training of Rosatom with the Global Nuclear Safety Institute. As a result, there was established the ”Rosatom Technical Academy”, says Tair Tairov, Prorector-Director of the Saint Petersburg branch of Rosatom Central Institute for Continuing Education and Training “Rosatom Technical Academy”. “We are aimed at active work to prepare nuclear industry human resources both for Russia and a number of foreign countries. Herewith, we continue the tradition of hosting the International Nuclear Forum, and we will enlarge this platform for discussions, share of experience and elaboration of proposals for enhancement of the scientific and technical, legal and social aspects in the activity of nuclear industry and power production. We are glad to welcome the nuclear experts for the 12th time, and we did our best to pack the forum agenda with the main issues under the topic of the year, and also to supplement it with the exhibitions of emergency and rescue equipment and demonstration exercises. Emergency preparedness and response, as you know, is one of the most important links in the chain of safety assurance at nuclear facilities. This challenge will always be vital and it demands our overcare”.
