The State Atomic Energy Corporation ROSATOM is the main developer, the customer and the coordinator of the Programme.

The purposes of FTP NRS-2 implementation are: the comprehensive provision of nuclear and radiation safety in the Russian Federation due to addressing the primary issues of the ‘nuclear legacy’ and creation of infrastructure for spent nuclear fuel and radioactive waste management, which is necessary for conversion of the ‘nuclear legacy’ facilities into nuclear and radiation non-hazardous condition with further disposal.

The Federal Target Programme “Nuclear and Radiation Safety in 2016–2020 and until 2030” will serve to achieve the following: the probabilities of origination of emergency situations with radiological consequences at the ‘nuclear legacy’ facilities will be minimized; significant reducing of the budget expenditures in respect to the future periods will be provided as well as employment of the highly skilled personnel (nearly 15 thousand persons) will be secured. Implementation of the FTP NRS-2 will contribute to national security strengthening and raising the standard of living and improving the quality of life of population and to creation of conditions for nuclear power development.
