1.1 The objective and area of application

1.1.1 The present Federal Rules and Regulations in the field of the use of atomic energy «General Safety Provisions for Space Vehicles with Nuclear Reactors» (hereinafter to be referred to as – the General Provisions) are prepared in compliance with the Article 6 of the Federal law No. 170-FZ “On the Use of Atomic Energy” (dated from November 21, 1995) (“Collection of Legislation of the Russian Federation” 1995, No. 48, art. 4552; 1997, No. 7, art. 808; 2001, No.29, art. 2949; 2002, No. 1, art. 2; No. 13, art. 1180; 2003, No. 46, art.4436; 2004, No. 35, art.3607; 2006, No. 52, art.5498; 2007, No. 7, art. 834; No. 49, art. 6079; 2008, No.29, art. 3418; No. 30, art. 3616;2009, No. 1, art. 17; № 52, art.6450; 2011, No. 29, art. 4281; No. 30, art. 4590, art.. 4596; No. 45, art. 6333; No. 48, art. 6732; No. 49, art. 7025; 2012, No. 26, art. 3446; 2013, No. 27, art. 3451), the Decree of the Government of the Russian Federation No. 1511 “About Approval of the Provision on Development and Approval of Federal Rules and Regulations in the Sphere of the Use of Atomic Energy” (dated from December 1, 1997). The General Provisions establishes safety requirements that are specific for space vehicles with nuclear reactors considered as the sources of radioactive exposure on the personnel, population and environment.

1.1.2 The General Provisions establishes purposes and basic safety criteria for space vehicles with nuclear reactors along with the basic principles and general requirements to engineering measures and administrative arrangements aimed at safety achieving. The scope of these measures and principles implementation is to be in compliance with the federal regulations and rules in the field of the use of atomic energy. In case there are no necessary regulatory legal acts, then, all proposed particular engineering solutions are to be demonstrated in accordance with the modern level of development of science, technology and production.

1.1.3 The General Provisions establishes general requirements to nuclear and radiation safety ensuring with taking into consideration the specifics of the space vehicles with nuclear reactors considered as the source of probable radiation exposure on the personnel, population and environment in the course of the designing, construction, commissioning and decommissioning of the space vehicles with nuclear reactors.

Designing, construction, commissioning, operation and decommissioning of space vehicle with nuclear reactor and its component parts is carried out in correspondence with the regulatory documentation requirements, which regulate creation, manufacturing and operation (application) of space vehicle.

1.1.4 The present General Provisions are limited by the space vehicles with nuclear reactors when the nuclear power installation provides the users of the unmanned space vehicles with electric energy owing to application of the closed system of transformation of a nuclear reactors’ thermal energy into electrical energy.

1.1.5 The present General Provisions are applied to all stages of the total service-life of the space vehicles with nuclear reactors established by the legislation in the field of the use of atomic energy.

1.1.6 Appendix No.1 attaches the list of abbreviations; terms and definitions are annexed presented in Appendix No.2 of the present General Provisions.
